The settings of the 3PL add-on (in Inventory ‣ Configuration ‣ Settings), the fields it adds to screens you already know, and the 3PL menus. How to use them is on the linked procedures.
3PL settings and the fields the add-on adds to existing screens
Settings: DSCSA: third-party logistics (3PL)
The block sits below DSCSA (Rx Tracking) in Inventory ‣ Configuration ‣ Settings. The same page opens from Inventory ‣ Rx Tracking ‣ Settings (in the 3PL ‣ Configuration section). Every setting is per company (the building icon next to its name). The block is shown only to users who have Administration: Settings, Inventory Administrator and Rx Tracking Manager; an import by anyone else is refused with "Only DSCSA managers can change the third-party logistics (3PL) settings."

Odoo's own Consignment setting (block Traceability, "Set owner on stored products") is what shows the Held for Owner fields, for the whole database. Select it when you turn 3PL on: saving the settings page with it cleared clears it again, even while 3PL is turned on in the same save (known issue PF-W12-03). It stays selected when 3PL is turned off. Clearing it while 3PL is on hides every owner field (known issue PF-A05-01).
Fields on transfers
On receipts, deliveries and other transfers, shown to internal users while Odoo's Consignment setting is selected:

These fields are read-only once the transfer is Done or Cancelled. Owner receipts and shipments: Receive stock for an owner, Ship owner orders. With 3PL off and Consignment selected, the last three fields still show (known issue PF-W12-01).
Fields on stock
Held for Owner is also the owner column of Inventory ‣ Reporting ‣ Locations and of the physical inventory list.
Fields on packages
On a package (Inventory ‣ Rx Tracking ‣ Packages):

Search: the filter Held for an owner and a Held for Owner search. Both fields are set by the operations, never by hand.
Fields on DSCSA documents
On a DSCSA document (Inventory ‣ Rx Tracking ‣ Documents), shown only on owner documents:

On a license, opened from Inventory ‣ Rx Tracking ‣ Licenses or from Inventory ‣ Rx Tracking ‣ Facility Licences (in the 3PL ‣ Configuration section):

Receiving discrepancy types
The add-on adds two types to Inventory ‣ Rx Tracking ‣ Receiving Discrepancies: Supplier Data Pending (an owner receipt done before its supplier's data, see Receive an owner's goods before their data) and Title Not Held (serials an owner's transfer file lists that can't change owner, see Resolve serials the owner's file lists that can't change owner).
Menus
The add-on adds a 3PL part to Inventory ‣ Rx Tracking, with three section headers. Every item except Settings is shown to Rx Tracking Users and Managers; Settings is shown to administrators (Administration: Settings). The items are shown whether 3PL is on or off. Owner Holds appears in two sections, and Settings also appears in the core Configuration section, so the documentation names the section with each 3PL menu item.
