DSCSA deadlines: where things stand
For wholesale distributors, DSCSA's enhanced requirements are in effect. The only exemption now listed on FDA's exemptions page covers small business dispensers and their trading partners, until November 27, 2027.

What this means for a wholesale distributor
- Exchange transaction information and statements electronically, with package-level product identifiers.
- Verify the product identifier, including the serial number, on saleable returns before you redistribute them.
- Answer FDA or other federal or state officials in a recall or investigation within 24 hours, or another reasonable time FDA sets.
- For illegitimate product, notify FDA (Form FDA 3911) and immediate trading partners that may have received it within 24 hours of the determination.
Small business dispensers
As of September 2026, FDA exempts these customers and their trading partners from certain requirements until November 27, 2027 (FDA letter of August 6, 2026). Talk to your counsel about how the exemption applies to your transactions.
How Rx Tracking handles the small-dispenser date
Flag exempt small business dispensers and record their attestations. Until the end date you set (by default November 27, 2027), their deliveries can go out at lot level, with lot-level documents and no EPCIS tracing file.
